How To configure a windows server to sync to an external time server

I was looking today for documentation on how to properly configure a Windows Server to sync to an external time source for use as an internal authoritative time server.  I Googled for a bit until I was able to find the Microsoft KB that outlines how to properly configure the server to sync externally, as well as some settings on responding to NTP queries.
